For starters Captain Marvel is not the most powerful MCU character, it's just that some people think so but it's not true Because other characters like Thor and Hulk have her beat. Rogue is just not as popular a character as Captain Marvel and is Always going to be seen as less powerful despite if she is or isn't.
Rogue made a big splash in her debut appearance within the pages of AVENGERS ANNUAL (1967) #10. Before this issue, Rogue attacked Carol Danvers and accidentally absorbed Carol's memories as well as her Ms. Marvel powers. That made Rogue so formidable that she almost single-handedly took down the Avengers.
In Uncanny Avengers #21, Rogue absorbed the combined powers of every member of the Avengers and X-Men that she could find in order to defeat Exitar. Aside from Bruce, Rogue also managed to steal powers from his cousin, Jennifer Walters, aka She-Hulk.

Power Drain Rogue's mutant ability requires skin-to-skin contact to absorb memories, powers, personality traits, physical talents, and strength. For most of her heroic career, Rogue was unable to control her power, and anyone she touched would almost immediately fall unconscious.
She does not “absorb” power or energy. She absorbed the abilities (and sometimes the memories) of the being she physically comes in contact with. Example, if she were touching the energy emitted by Captain Marvel but not physically in contact with her skin (skin to skin), her mutant ability won't be triggered.

As far as I'm aware of it, Rogue would not be able to absorb the power of the Infinity Stones through Thanos, because the stones give Thanos power, but it is only through contact with the stones. Therefore, Rogue was actually taking Carol's biological abilities.
