Your native phone app is what auto-rejects calls, unless you have the option to selected (Do not disturb) in google voice. you will need to allow unknown callers to receive phone calls on google voice. Google owns Android, but can't integrate their own app properly and identifies all callers as unknown.

It means they have blocked your number (likely if you've called multiple times), or have configured their phone to reject unknown numbers so it won't go to voice mail. If they don't have your number in their contacts they may not know who is calling. Cell phones don't always provide a name in their caller-id.
Dial *67. This code will block your number so that your call shows up as an "Unknown" or "Private" number. Enter the code before the number that you're dialing, like so: *67-408-221-XXXX. This may work on cell phones and home phones, but it won't necessarily work on businesses.
It sounds like it's just letting you know that the blocked number tried to call you at that date and time, and was auto-rejected by the phone since you blocked the number.

The Number of Rings If upon placing the phone call, it rings only once or twice and goes to voicemail then your calls are probably being declined. This is because the recipient of the phone call has manually clicked the “decline” call option on their phone.
Calls from contacts or phone numbers added to the reject list are automatically ignored and the call is forwarded to voicemail.
When you reject, your phone will send the caller a busy notification. This also happens if you block a number. Once that number call you your phone will automatically reject it and send a busy notification. So if the caller never found out that busy notification is a form of call rejection then they wouldn't know.
