As a general rule, a 'cancelled call' on iPhone means you canceled a call after ringing for a few seconds, you hung up on the call before it could be answered. A cancelled call does not mean indicate a network issue, or the receiver didn't answer your call.
If the person you're calling declines your call, it will tell you that they're unavailable as soon as they hit the button to decline your call. If someone declines your call, you'll get the same message as if someone was unable to answer your call.
If you've accidentally placed a call, it will show up on the called party's phone as a missed call. Rather than having a mysterious missed call show up on their end, you may want to stay on the line and have a conversation, or at least to offer your apologies for placing a call in error.
When your phone says “cancelled call”, it's saying that the call was cancelled by none other than you! It does not mean there was a problem with the connection, or they didn't pick up the phone. It just means you hung up before they had the chance to pick up the phone.
