Toneri is actually Boruto's godfather kinda. He did appear in his dream to guide him. Last we saw of him he was frozen by Urashiki, so they might save him and he will be there ally. Don't know if it will work cause Boruto has no talent in the art of Talk no jutsu so they may need Naruto.

Toneri Ōtsutsuki described Hanabi Hyūga Byakugan as being "very pure" and specifically targeted her Byakugan in order to awaken the Tenseigan, presumably because like Hinata, Hanabi was one of the closest heirs to Hamura on earth, and this allowed Toneri to awaken the Tenseigan.

It truly looks like Toneri, without the snakes. Mitsuki is a genetically engineered clone of Orochimaru, created as a perfect existence of himself. So don't get the wrong idea that he is an Otsutsuki. The characteristic features of an Otsutsuki are their haughtiness, horn like appendages, and rounded eyebrows.
Hinata Hyūga was called the Byakugan Princess and when she met Hamura, Hinata inherited some of his chakra because she is a member of the Hyūga clan's main house. It is the strength and purity of her chakra that attracts Toneri Ōtsutsuki, and later prompts Hamura himself to transfer his chakra to her.
